Clacton: You've bin penalised

RESIDENTS have been given a stark reminder about leaving rubbish outside their homes after being fined by Tendring Council.

People living in Victoria Street, Dovercourt, have been fined £75 each for the rubbish, and and now they are calling for somewhere else they can put it.

Angry Lynn Thorington was one resident who will have to dig into her pocket.

She said: "I have never had anything through in black and white to say I am not supposed to put rubbish out, and have lived here for 14 months.

"I have one or two bags of rubbish and I am not very happy really."

She said she contacted Tendring Council to complain.

Nigel Brown, Tendring Council's communications manager, said the council was taking a tough line with residents who put their refuse sacks and recycling material out too early before collection.

"Putting bags out too early can create a hazard - especially for the blind or partially-sighted - and it also leads to the bags being ripped open by cats or birds and the waste being blown about," he added.

OK Nige, what actually IS too early.
What specific time IS too early.
What specific time IS just right.
If the gas companies or the electrical companies give you, the resident, a specific time of day when they are calling, and fail to do so, they re-imburse you..
And you want money from the residents for doing their duty..
OK, lets form a contract, lets have a timetable , a gaurantee given by you Nige, to actually say what is the Correct Time to put rubbish out, and for your part of that contract, Nige, you WILL have to give EVERY resident an actuall time of their rubbish collection, not-sometime on Friday, but an actuall contractuall event time of completion of your obligation.
AND if you fail to meet your obligational contract time of collection, then by contractuall law, we, us, the residents, can, and will, FINE you. fine you for failing to work to a contractuall agreament.
SO, Nige, get them timetables out for each household in the whole of Tendring, or shut the *** up, resind the already missplaced fines, look big, do your job, but get some sort of organisation going, and not act like a spoilt kid in junior school.

It's quite simple if your rubbish is collected on a monday put it out monday morning , if it's a tuesday collection put it out on Tuesday morning. No one is so busy that they need to put their rubbish out the night before

Everyone on my street puts their rubbish out the night before. The bin men come round really early so there's no way everyone could put their rubbish out on the morning of the collection. Pay the fine in 1p pieces dipped in something very smelly first. Petty I know, but it will make you feel much better.

My rubbish is collected generally before 8am, sometimes just a little after 7am. So if I was a night worker when would you suggest that I put my rubbish out?

I'd understand the Councils angle more if they dealt with everything in the same draconian manner.

Having said that, I'd be interested to know if the council did send letters out before hand..... saying you hadn't seen a letter is different to not having received one...

There's always one isn't there, Sadly is usually Bob. I'm sure if someone worked nights and there was no one else there to put the rubbish out the Council would make an exception, but i think you'd find that was perhaps only a couple of homes per street.

If Nigel Brown, Tendring Council's communications manager, really cares about hazards to blind and disabled people and is not just trying to excuse ludicrous behaviour, he will now have action taken against the shopkeepers in Station Road Clacton who have taken over the pavement with tables, chairs, advertising signs, and even tables for merchandise. Or are they not as soft a target?
Any chance of some even-handed behaviour by our couoncil?
I doubt it.

Er no, dovercourt is in dovercourt last time i went there.
Our nutty nigel is in Weeley, (near Clacton) if it makes you feel better stranger.
We have our bin men collecting rubbish from 7am also, much to early for some residents, but, its the residents duty to put rubbish out, but only if it suits your personal body clock lifestyle.
why should we have to get up at 6am, get showered and dressed just to get our black bags on time for a 7am pick up..

Having gone through this very same issue with TDC, I have it in black and white on TDC letter head that the earliest you can put your rubbish out is late afternoon the day before collection is due.

Tell you what could happen. We could do what always used to happen and have the binmen come and collect the bins from your property. That way they'll know where it is and it'll be there whenever it needs to be.

We'll be putting it into the back of the dustcart ourselves, soon enough...

The problem with Wheely bins is on a windy after they have been emptied when most people are at work they bugger off down the end of the road damaging cars and property on the way! They are also a pain to clean bulky and no doubt we would have at least 3 of them 1 for each type of waste, NO THANKS black bags are fine with me.

Here in Spain our rubbish is collected six days a week (during the night) from large communial bins for £100 PER YEAR !!!

I think most people would prefer the council to get on with more important tasks! Also can we expect the Council to now fine "Travellers" once they have moved on leaving their mess and tree tops behind ?

Good, I'm glad the council is starting to do something about this. In my street, people seem to think it's ok to put their bags out two or three days before collection. No doubt these would be also be the first people to start complaining if they got rats.

Do what the rest of us do and store it, then put it out the night before collection, or is this to hard to do.

These guys who collect all our crap are doing an excellent job.

Oh God PLEASE NO!

NO WHEELIE BINS!!

They are UGLY and unsightly monstrosities which really spoil the look of roads and streets.
I never rely on the dustmen, I prefer to take my rubbish bag to the local tip myself.
If TDC gave me a wheelie bin I'd return it to them post haste as I'd NEVER use it.

I don't think the council has a problem with people putting their rubbish out the night before. It's when they put it out days before and the bags get ripped open by cats that it's a problem. That happens in my street and it's disgusting, the council are quite right to issue fines for it. When will these people realise that they don't suddenly cease having responsibility for their waste once they've dumped it in the street - it's the same as flytipping. If you sort your recylcling properly you should have no more than one black bag per household to put out per week. Stop being so lazy and take responsibility for your actions, people.
