Plans for a business park on green land in Horsley Cross have been refused, it has been announced.
The decision was made following a public inquiry.
The application was passed by Tendring Council twice – in 2006 and again earlier this year.
New rules meant the scheme had to be referred to the Government as local planning guidelines stated the land should be kept as open space.
The report, released by the Environment Secretary, noted there was local support for the proposal.
It acknowledged the benefits of the scheme in terms of the potential for 170 new jobs and how the scheme could help to both regenerate Tendring and address social deprivation in Harwich.
However, it added: “The development would be wholly out of character” with the site.
The plans were for six business plots and an 80-bedroom hotel south of the A120 and west of the B1035 at Horsley Cross.
The report concluded that the application “is contrary to the development plan in numerous and substantial ways”.
